Description
The “Climate-Friendly Economic Policy and Finance” Project is being implemented as part of the Rwandan-German Climate and Development Partnership. Its objective is to improve the regulatory and market economic framework to redirect financial flows toward climate- and sustainability-relevant activities and investment, thereby contributing to improved environmental, social, and economic living conditions to Rwanda’s current and future generations. The project provides technical assistance, policy advice, and capacity-building to the Ministry of Finance and Economic Planning (MINECOFIN) in the area of sustainability-oriented public financial policy. Additionally, it strengthens the capacities of financial market actors to integrate climate, environmental, and social considerations in their operations.
Specifically, the project enhances policy coherence, efficiency, and transparency across ministries and institutions, supporting the effective implementation of Rwanda’s Climate and Nature Finance Strategy and national Green Taxonomy. By strengthening the capacities of MINECOFIN, BNR, and other stakeholders in climate- and sustainability-oriented economic policymaking, it fosters better decision-making, improved climate and financial sustainability risk management, and enables the financial sector to channel capital into sustainable investments in alignment with the sustainability reporting standards provided by the International Sustainability Standards Board (ISSB).
The project is funded by the German Federal Ministry for Economic Cooperation and Development (BMZ).
Target Group
The main political partner is the Ministry of Finance and Economic Planning (MINECOFIN).
We work with specialists and executives from MINECOFIN, the Rwandan Central Bank (Banque Nationale du Rwanda), public authorities such as Rwanda Finance Limited, the Institute of Certified Public Accountants of Rwanda, Rwanda Information Society Authority, Commercial Banks and other Financial Institutions, Rwandan Development Bank (BRD), development institutions, associations of the financial industry, and auditing firms.
Status
The project has been running since February 2025, building on the results of its predecessor, the “Macroeconomic and Investment Policies in Rwanda” Project.
Its main interventions include:
- Providing technical and methodological advice to key government stakeholders to strengthen coordination, institutional capacity, and cross-sectoral collaboration on climate and green finance.
- Advising on the implementation of green and sustainable financial policy measures.
- Building the capacity of the Subdivision of Macroeconomic Policy Analysis within MINECOFIN to integrate climate and sustainability aspects into macroeconomic modelling.
- Developing capacity, practical guidance, and tools to support the application of the national Green Taxonomy and the ISSB guidelines across various stakeholder groups.
