Description
In partnership with the National School of Public Administration (Escola Nacional de Administração Pública – ENAP), the primary professional training institution for public civil servants in Brazil, the FiBraS project developed a training course on sustainable finance.
The collaboration involved the development of the course materials, training-of-trainers sessions for five local lecturers, piloting of the course, and support for embedding it in ENAP’s broader training.
The course has five modules with 13 lessons delivered over four weeks. It requires a 10-hour commitment per week (40 hours total), divided into live sessions and self-paced study. The course content covers key concepts of sustainable finance; sustainable finance policies and regulations; ESG integration in financial decision-making; sustainability data, accounting, and reporting; climate finance; responsible and sustainable banking and investing; blended finance; sustainable infrastructure finance and public procurement; renewable energy and project financing; fintech; and biodiversity finance, including nature-based solutions and conservation finance.
The Sustainable Finance course was piloted in November 2021 with 30 public sector officials from various ministries, including the Ministry of Economy, and Brazil’s central bank and development banks. A second pilot was offered by ENAP in February 2022 with 23 public sector officials from different ministries. The course is now part of ENAP’s regular course offering, and ENAP has also incorporated the course as a 30-hour training module in a larger professional training programme on infrastructure policy implementation.
Project context
The collaboration with ENAP was conducted under the project FiBraS I, funded by the German Federal Ministry for Economic Cooperation and Development (BMZ).
Target group
Public sector staff working in relevant fields in federal entities, such as ministries, the central bank and supervisory authorities, public development banks, and other associated public entities. The training may also be opened to other professionals.
Status
Over the coming years, the roll-out of this training course will help hundreds of Brazilian public sector employees to build and improve their competence in this rapidly evolving field, and acquire the skills and tools needed to incorporate sustainable finance approaches into the work of government and diverse areas of public policy, ultimately promoting more sustainable development in Brazil.
